In celebration of "Europe Day", the UFMG Jean Monnet Chair will be signing a agreement of cooperation with the Public Ministry of Minas Gerais on the 9th of May, 2016. On that day, there will be a a lecture at the UFMG Law School, as well as several events at the Public Ministry, discussing themes related to the European continent.

Teaching european union as a model of integration
SUMMARY: This project has as main objective to produce and dissemination knowledge about the EU, within the framework of its origin and evolution, normative instruments, sector policies and institutional system, to allow a deeper study of issues surrounding the European law as well as aspects related to the negotiation and establishment of common policies aimed at strengthening regional integration. So, the specific objectives include the analysis the development of the European integration process anchored in a Community law and supranational character based on the democratic rule of law and must examine how the development of the European integration process as possible the adoption of common policies aimed at sustainable development, citizen participation and strengthening of fundamental rights. In order to achieve these objectives we propose activities in teaching, research, events and deliverables that contribute to enable stakeholders (students, teachers, researchers and the general community) to establish the conditions necessary for understanding the importance of an integrated European space, which enable the creation of new lines of research and new political programs and actions that can impact on the formulation of national policies and for MERCOSUR.
Moreover, by establishing a Jean Monnet Chair in Minas Gerais, the possibility of disseminating European-themes becomes even more significant because this state has borders with Brazil São Paulo and Rio de Janeiro, which will undoubtedly facilitate the participation of a broad public. Furthermore, the UFMG has a large number of partnerships with other educational institutions and research institutions both national (Universidad de Itaúna; USP; UFRJ; UERJ; PUCMG, etc.) and international (Universidad de Barcelona, Université Paris II, Universidad de Buenos Aires, etc.). If implemented, this proposal will fill an important gap in the EU-Brazil relations, since the country still has no specific Jean Monnet Chair for the study, analysis and dissemination of law and policy of EU.
EXPECTED IMPACT OF PROYECT: This proposal has a widely innovative character to create a specific framework for the dissemination, discussion and in depth topics related to European integration, in particular the formation of a proper law and the creation of common specific policy. It is noteworthy that the UFMG, despite being top-ranked in the field of teaching, research and extension, still lacks a space for discussion and knowledge specific to EU themes, and it was not even contemplated with resources or funds Jean Monnet either directly or indirectly. Furthermore, in Brazil there are currently only two Jean Monnet (University of Brasilia - Brazil's central region and Universidade do Vale do Itajai - Southern) dedicated to the study of issues concerning European integration, which confirms the need for expansion of activities Jean Monnet to other states and regions of Brazil.
As mentioned above, at a time when relations with Brazil are considered strategic from the point of view of trade agreement negotiations and cooperation both nationally and regionally, the absence of a focused programs and actions could denote Jean Monnet an indifference to the scholars of European integration that has continually analysing and studying the European process.
In relation to the proposed activities, the degree of innovation can be inferred from the following elements:
- Teaching: the approval of the proposal will allow the offering of specific courses concerned with the study of law and policies, serving as a springboard for the creation of new cognitive tools that allowed students and researchers in areas (law, economics, politics, biology, pharmacy, etc.) better knowledge and deepening studies of the EU. Furthermore, the subjects will be focused on the adoption of evaluative systems that can assess the degree and forms of knowledge acquired, as well as define the skills that were learned during the course. The creation of new courses, from the proceeds can be easily effected, since the UFMG has a flexible curriculum content that allows the inclusion of emerging themes. All courses may be offered to undergraduate and graduate levels, which comprehends a total minimum of 2,000 students per year, if we consider the courses linked directly to this proposal, as Law, Economics, International Relationships, etc. In courses will be given a theoretical approach in order to establish and consolidate issues related to regional integration, with emphasis on the EU and Mercosur. The researches will deep of integration in specific topics such as the environment, intellectual property, among others.
- Researches: in the case of researches, innovation can be understood from the need to formulate social policy (cohesion) and environmental level more protective than that determined by international treaties. In this sense, the policies adopted by the EU, within the framework of common legal system, can serve as a reference for other countries and integration processes. It is also known that environmental issue and cohesion despite widely studied, has not been examined from the viewpoint of impact on other systems (national and regional), and therefore, it is necessary to further study so to define the possible scope of these initiatives. Furthermore, students from different areas of knowledge will be able to join the courses offered, contributing to incentive the debate on integration, synergic connections across fields, and new ideas about it.
- Events: the events held that opens up a space for reflection and debate necessary to deepen knowledge of and integration issues. These spaces also allow an important interchange of experiences and reflections, maturing research and teaching networks. The innovation of the proposal relates to the use of the structure of UFMG to provide the expert meeting that will discuss topics relevant to the creation of new mechanisms of integration, from the European experience. The discussion of the role of Europe in the world will obviously focuses on its relations with Latin America, especially with the Mercosul countries and even more with Brazil, seeking to secure a strategic partnership with the Member States. The proposed discussion will also serve as a benchmark for submission of deliverables a broad understanding of guidelines for the construction of a common juridical system.
- Deliverables: the main innovation is to create a digital platform that will be enable the monitoring of the "everyday" of the Member States, with the release of major news, standards and statements issued by institutions in Portuguese, Spanish (preferably both languages and English). The completion of the interviews also features innovative character by allowing disclosure of Jean Monnet actions, especially the Chairs, and its role of disseminating knowledge about the EU. There is no doubt that to have a Jean Monnet Chair at UFMG and in particular the Law School can rely on resources needed for the study, dissemination and debate of European law and policy, provide a continued learning on European integration which will serve to strengthen the research carried out by the legal, economic, political and social areas.

PROJECT 1
The European model of sustainable development: environmental protection as an element for the formation of a common policy
This project aims to analyze the construction of European environmental rules, paying attention to the formulation of programs and projects aimed at strengthening the protection of environmental resources within the United States and its relationship with other policies (transport, education and energy). Moreover seek to analyze the decisions taken by the European institutions along with other policies and consideration of the environmental element at the time of decision making. Further, it will be analyzed as the EU takes on commitments by the international community in relation to specific topics such as the emission of greenhouse gases.
I. Objectives
General Purpose
- Analyze how the European model of sustainable development resulted in the creation of a common policy with the adoption of legal instruments and programs of action designed to enhance environmental protection by the Member States.
Specific Objectives
- Studying the main regulatory instruments connected to the creation of a common policy on environmental protection
- Analyze the evolution of the European law and as concern about environmental issues has resulted in the development of a more effective system of protection.
- Study how the EU takes environmental commitments that go beyond those adopted internationally, and as such posture may influence the negotiation of international instruments with wider coverage and greater assurance level.
II. Problem
The research will be centered on the analysis of common environmental policy in Europe, from the creation of a European model of sustainable development, based on a higher level of protection compared with other integration processes and even other countries. The delimitation of the problem is needed in order to define the object of research, as previously mentioned in the justification and objectives, and enable an analysis focused on aspects related to environmental protection within the EU, and that despite showing considerable number of existing literature on environmental issues not yet presented a study on the direct and specific European model of sustainable development.
As part of the research shall be examined the following topics:
- The environmental protection measures and common legal system construction;
- Community programs as a way to achieve sustainable development;
- The mainstreaming of environmental issues in the decision-making process;
- The sustainable development model of the enlarged Europe.
It is noteworthy that the proponent has developed a research funded by UFMG/ FAPEMIG entitled "Integration of environmental issues into Community policies of the European Union: a reference to the transversality of sector policies in Mercosur", which includes the participation of two graduate students and a Masters. The results should be presented in June this year.
The methodology focuses on the main aspects established for research on European Law, especially due to the fragmented character of the normative and institutional framework found in the production and application of international environmental standards. In this sense, one should use methods for analyzing the evolution of environmental regulations, specifically the general principles, and its consequent incorporation or "absorption" by the Community legal system. Thus, the historical method will allow analyzing what were the principles of greater impact on European Law and jurisprudence. Also the inductive method will focus on what are the legal instruments that effectively influence the formation legislative environmental policy. It is clear that the multidisciplinary should always be present on the topic of environmental protection and it shall be addressed from the context of cross-cutting themes of environmental protection, such as ecology, biodiversity, water resources, waste management, etc.., themes that are undeniably linked with the application of environmental principles of general repercussion, especially those that were gradually incorporated by European standards. There will be a document analysis, literature and jurisprudence on the topic proposed by prospecting technique documentary.
It is a tradition in the UFMG to have researches linked with the environmental area, once it offers undergraduate and postgraduate courses in Ecology, Environmental Law, New Economic Geography, etc.. This shows that the environmental issue is part of the current research lines in the institution. Moreover, UFMG may offer the adequate administrative, technical and academic support for possessing a specific structure oriented research (Pro-rector of research), which will facilitate the use of financial and human resources that are necessary for the development of the proposed thematic.
The research will be important to demonstrate how the European system of environmental protection is more developed than the international one, setting goals that go beyond those established by international treaties, which means that the EU serves as a paradigm for other countries and regional integration processes. Furthermore, environmental issues after discussions of Rio +20 should focus on the new perspectives brought to the new international economic crisis. The research will help students and researchers to learn how it is structured a common environmental policy, adding knowledge about a sector policy focused on an issue of great international concern: the environment.

The social coherence and the integration processes: the EU model
The Economic, Social and Territorial Cohesion Policy is an important key to determine the nature of the integration processes. It is based and justified in overcoming the unevenness of development and prosperity among states and regions to create a space in which everyone is in a position to compete effectively. It multiplies and enhances the benefits of competition and free enterprise and avoids the risk of an unequal distribution of the benefits of integration, limiting the damage that could result from an excessive concentration of them in the most advanced economic and social sectors. All models of integration are legitimate. The cohesion policy is the extent of the interest of States to achieve real social and political objectives beyond mere economic interest. In the European Union, the biggest boost of cohesion policy coincides with the big steps towards integration: the formation of the single internal market and the monetary union.
I. Objectives
General Purpose
- Analyze how social cohesion policy became the main instrument for the development of the EU, to enable mitigation of asymmetries and enable a better quality of life for all European citizens.
Specific Objectives
- Study the main regulatory instruments connected to the creation of a common policy on social cohesion in Europe.
- Analyze the multiple aspects of cohesion, but specifically the programmes created under Community to strengthen the economy of the Member States and permit the implementation of the four freedoms.
- Examine the influence of the European model of social cohesion and how this can be applied to other integration processes, taking as starting point the Mercosur process.
II. Problem
The research will be cantered on the analysis of social cohesion as a means of strengthening the regional integration process to take into account the disparities in each of the Member States. In this context, it should devote to the subject of the research that while collaterally already addressed by the doctrine has not been the subject of further research to specify precisely to what extent and in what ways this influence contributed to the construction, development and strengthening the European integration process and how this influence can be used as a parameter to other integration processes, specifically the Mercosur. The delimitation of the problem is needed in order to define the object of the research, as previously mentioned in the justification and objectives, and enable an analysis focused on aspects of social cohesion that are considered to structuring the European system, and on which the vast existing literature on environmental issues not yet presented a study on the direct and specific European model of social cohesion and its impact on regional integration processes in Latin America.
As part of the research, it should be examined the following topics:
- The social cohesion policy: origin, construction and development.
- Social cohesion as a tool to mitigate asymmetries.
- Has the European system developed an effective model of social cohesion?
- Application of European parameters to other integration processes: a consideration on the specificities.
- The future of cohesion policy after new expansions.
The methodology should focus on the main aspects established for a research on European Law, mainly due to the fragmented character of the normative and institutional framework found in the production and application of international environmental standards. In this sense, it should be used methods for analyzing how social cohesion – having as a start point the successful European experience – can be used as a benchmark for other regional integration processes, notably Mercosur. Thus, the historical analysis will enable to visualize how the construction of a cohesion policy coincides with the periods of greatest expansion of European integration. Also, the inductive method will be used to demonstrate how cohesion, to assist in mitigating asymmetries, resulted in a longer and better quality of life for European citizens, positively affecting the economic development of the Member States. Of course, if that subject is a social aspect to be performed an exploratory enabling the achievement of the goals mentioned.
The UFMG traditionally has researches related to social development, already being offered to students interested in learning the different schemes of social policies. The University also has specific work programs for the social area. Moreover, UFMG may offer adequate administrative, technical and academic support once it poses a specific structure dedicated to research in social rights (Pro-rector extension), which will facilitate the use of financial and human resources that are necessary for the development of the research.
The research will be important to demonstrate how social cohesion served as the foundation for the construction of the European integration process, demonstrating the importance of creating a common policy needed to give citizens a better quality of life, enabling also to increase the level of economic development of each Member State. At the end of the research, it will be disseminated the instruments adopted by the EU which enabled the establishment of a common essential for integration, and that can be used as a model for other integration processes, specifically for Mercosur – a process that requires the establishment of a social agenda.

The IV Meeting of the Research Network "Integration, State and Governance" will take place in Lisbon on the 20th and 21st of October, 2016. Among the confirmed speakers are Professor Roberto Caldas, of the University Nove de Julho, in São Paulo, and Professor Roberto Cippitani, from the Università di Perugia, Italy. Professor Roberto Caldas is a great collaborator of UFMG Jean Monnet Chair Programme and has a PhD in Administrative Law from PUC-SP, which gives him ample expertise about the governance issue. Professor Cippitani has a Jean Monnet Centre of Excellence in Perugia, which studies extensively various issues relating to the Law of Integration, especially in interface with new technologies.
The event will feature several national and international teachers who will give lectures on various topics related to the Law of Integration, Governance and how these phenomena affect the traditional concept of State. The target audience are teachers and students of the European University of Lisbon, a prestigious institution that has been a major contributor to the UFMG Jean Monnet Chair Programme in the spread of the Integration Law studies. One of the event's goals is to continue and give greater visibility to the initiatives of the research network "Integration, State and Governance", as the observatory of public policy, which was designed in partnership by several of the universities organizing the meeting.
About the Research Network
The Research Network "Integration, State and Governance", created in 2016, has already held two meetings, hosted by UniCEUB and UNINOVE on the 6th of May and 15 August, respectively. Both meetings were attended by national and international speakers who promoted a rich dialogue on relevant and current issues, such as state, Fundamental Rights and Constitutionalism. In all, the two meetings had twelve speakers, and more information on both can be found in previous posts.
The III Meeting will be held within the 14th International Congress of Law International Law of the Brazilian International Law Association (ABDI). The Congress, which is the most important and significant of Brazil in the international law area, will take place in Gramado, between August 31st and September 3rd, 2016. One of the panels, which will take place on Thursday at 15:30, will have the title "Integration, State and Governance", since it will be promoted by the Research Network. In this panel, the teachers Roberto Caldas, Jamile Mata Diz, Carlos Simões, Alice Rocha Silva, Anderson Teixeira and Manoela Roland will utter lectures on topics related to the studies of the Research Network. The IV Meeting, to which this post is dedicated, will take place in October (20th and 21st) in Lisbon, and has several renowned Brazilian institutions in its organization. In the Organizing Committee we have the presence of distinguished professors such as Eduardo Vera-Cruz Pinto, Elizabeth Accioly and Jamile Mata Diz. The meeting, once again, has as its objective the dissemination of important ideas about the themes of Integration Law, the concept of the state and governance, and will strengthen the internationalization of their studies, taking the teachings of several Brazilian professors to the capital of Portugal.
CALL FOR PAPERS:
The Research Network "Integration, State and Governance" summons all teachers, researchers, students, professionals from the field of law and international relations for the selection process of drafts and papers to be presented at the Fourth Meeting of the Research Network "Integration, State and Governance, which will be hosted by the European University of Lisbon, Portugal, on the 20th and 21st of August 2016, and carried out by the following institutions: European University of Lisbon, University of Perugia, UNINOVE, UniCEUB, UNISINOS University of Itaúna and Federal University of Minas Gerais.
Proposals must be submitted by September 15th, 2016. The prospect that one expects to find in the articles is the treatment of current and relevant issues, especially those related to the multiple conceptions of State, interpreted in the light of Integration Law and Governance. It is expected that the article is reflective, not descriptive or monographic, and brings some new contribution to the fields of the selected theme. For selective bibliography, it is expected that the author goes beyond the obviousness of manuals and, when cited, should be the basis for the construction of the author's thesis, which must go beyond the simple repetition of already put ideas.
Articles must be original and should follow the ABNT rules. The Organizing Committee (composed only by PhD teachers who are a part of the Research Network) will assess the work according to the following criteria: binding to the chosen subject line; depth of research; rigorous analysis; clarity of exposure; respect for the rules and standards; respect for the rules in this document; consulted bibliographic sources and strengthening capacity of the research. The author must send his(hers) abstract until September 15th, which must included:
1) title;
2) topics to be developed;
3) explanation in two or three paragraphs of the topic;
4) selective bibliography that will be used on the subject;
5) keywords in the article and research line in which it is inserted;
6) identification of the author with relevant information in a maximum of 2 lines (masters student, master, doctor and institution in which they teach or represent).
Graduate or undergraduate student’s papers will not be accepted and articles coauthored may have a maximum of 03 (three) authors. Each author may submit a maximum of 02 (two) articles for presentation at the event.
The works selected for the meeting will be confirmed on September 30th, 2016, and this ensures the presentations of the paper at the event and confirmation of their inclusion in the program. The author will then have until October 10th, 2016 to send the definitive article, in this case, whole text with intellectual articulation, citations, logical construction, consistency, with abstract in English and procedural standards. The article can not exceed 30 pages with bibliography. Articles with less than 10 pages with bibliography will not be accepted. The following information shall appear on all works: title; author identification; abstract in English; development topics; conclusion and bibliography.
